Utilities & Infrastructures

PIC is poised to be a game changer in the oil, gas and petrochemical industries with a full suite of facilities, from onsite feedstock to infrastructure and services.

Centralised Utilities and Facilities (UF)

PRPC Utilities and Facilities Sdn Bhd is the centre to distribute efficient and reliable utilities for manufacturing processes within PIC.

It supplies water, natural gas and critical services like industrial wastewater treatment, centralised maintenance and controls, as well as analytical and product development laboratory services.

The centralised function ensures all the requirements for manufacturing operations within PIC are optimised, reducing the individual capital cost of individual plants.

Complex Facilities Services (CFS)

The centralised provider of non-plant services to PIC tenants in delivering a safe, secure, and attractive PIC Park.

It is responsible to operate and maintain PRPC assets at non-process areas such as offices, buildings accommodations, common facilities and amenities inclusive of common roads, drainages, gates, and perimeter fencing.

CFS also manages buffer zones and vacant land lots with the ultimate goal of ensuring all PIC tenants experience the best place to work and live at PIC.

Raw Water Treatment Plant (RWTP) & Effluent Treatment Plant (ETP)

At PIC, water is managed in a holistic and sustainable manner.

To reduce its freshwater usage, PIC's RWTP is equipped with a water recycling facility. More than 30 per cent of total inlet flows into the RWTP consists of recycled utility wastewater and rain or stormwater.

PIC's ETP is the largest in PETRONAS and designed to comply with the Malaysian and International Finance Corporation (IFC) discharge quality standards. It employs a multitude of sustainable treatment methods that are energy efficient and economical.

Digitalisation, via the implementation of the Effluent Transfer Request and Monitoring Process, has enabled new levels of responsiveness to customer requests and operational excellence.

Solid Product Warehouse (SPW) & Solid Product Jetty (SPJ)

Solid Product Warehouse 01.jpg

The Solid Product Warehouse (SPW) is the first fully automated rack-supported `high bay' warehouse purpose-built for the petrochemical industry in Southeast Asia. Featuring innovative Automated Storage and Retrieval System (ASRS) technology, it incorporates 84,672 pallet addresses that can accommodate a 21-day storage inventory.

From the SPW, sulphur and considered petrochemical products are sent to the Solid Product Jetty (SPJ) for export. SPJ has excellent port facilities to support customers in managing the transfer through two container berths and one sulphur loading berth. The SPJ can accommodate 1,200-TEU container vessels and sulphur ships of between 5,000 and 15,000 DWT.

Both facilities are owned and operated by PRPC Utilities and Facilities Sdn Bhd.

Centralised Laboratory

Digitalisation is improving accuracy and safety at the Lab Services.

An example is using Computer Vision in place of classification using the human eye to improve testing accuracy of copper corrosion.

PRPC Water Sdn Bhd is the custodian of PIC's raw water resources.

Water is essential for the various refining, petrochemical processes and operations within PIC. The massive volume of water required is met by Projek Air Mentah RAPID (PAMER), an award-winning infrastructure that features twin water pipelines for the first time in Malaysia to ensure security of supply. The pipelines have inter-connections along their entire length from the source to PIC's raw water treatment plant.

PAMER demonstrates exceptional collaboration between PETRONAS and the Johor state government in environmental and social sustainability.

During its construction in 2016, when drought reduced the state-operated Lebam Dam to critical levels, PAMER successfully diverted raw water from its Seluyut Dam, averting water shortage. The compensation flow released from the dam preserved the downstream aquatic ecosystems, while sound catchment and river basin management ensured the sustainability of water quality.

Approximately 230 million litres of raw water is supplied daily to PIC and an additional 30 million litres daily supplements Johor state's existing water supply for public consumption.

Pengerang Cogeneration Plant (PCP)

Pengerang Power Sdn Bhd operates the Pengerang Cogeneration Plant (PCP), a stand-alone, state-of-the-art power and steam provider to PIC using highly efficient cogeneration technology.

Fuelled by natural gas, the plant has an export capacity of 1,220MW of electricity and up to 1,250 tph of steam. About 600MW of the plant's generated capacity is committed to the National Grid via a 51-kilometre transmission line, augmenting the security of Malaysia's power supply.

The PCP is able to supply a high reliability of steam and power combined with the lowest generation cost due to its unique engineering and digitalisation.

In full operation, the cogeneration configuration is able to deliver energy efficiency of over 80%, which is 20% higher than the most efficient combined cycle plant technology currently available globally.

Meanwhile, Machine Monitoring and Predictive Diagnostic uses advanced pattern algorithms to provide early warning of anomalies compared to the traditional alarm system to ensure reliable supply of power and steam.

Regasification Terminal Pengerang (RGTP)

The RGTP, where the LNG is received, stored and re-gassed, is owned by Pengerang LNG (Two) Sdn Bhd.

The LNG is used to power PIC's co-generation plant and also fed to the Peninsular Gas Utilisation (PGU) pipeline to boost the availability of gas in the country.

The regasification unit has a capacity of approximately 700 million standard cubic feet per day (mmscfd) and is connected to the PGU via the 72-kilometre Pengerang Gas Pipeline (PGP).

Air Separation Unit (ASU)

Air Separation Unit 02.jpg

Pengerang Gas Solutions Sdn Bhd operates the ASU at PIC, which has two separate trains producing Oxygen (1,400 tonnes per day) and Nitrogen (750 tonnes per day).

Oxygen and nitrogen - the two main components of atmospheric air - play very key roles in many refining and petrochemical processes.

The ASU offers reliable oxygen and nitrogen supply using cryogenic fractional distillation at a very low temperature (-196°C) to produce both gases in situ, eliminating many logistical and transportation challenges.

Pengerang Deepwater Terminal 2 (PDT2)

The purpose-built terminal dedicated to PIC is owned by Pengerang Terminals (Two) Sdn Bhd.

Capable of handling very large crude carriers, it is notable for having a dedicated berth for LNG vessels bringing the gas supply for PIC's cogeneration power plant.

There are 11 Berths:

  • 5 Petroleum berths
  • 3 Petrochemical berths
  • 2 Gaseous berths
  • 1 LNG berth

The tank farm has a 1.3 million cubic metre storage capacity for petroleum products and a 200,000 cubic metre capacity for petrochemicals.

Central Emergency & Fire Services (CEFS)

The central emergency and fire services are responsible to response to fire, hazardous material emergency and inland oil spill on top of conducting fire safety training and assessment.
