Fake COVID-19 Vaccination Certificates

To ALL PETRONAS Contractors,

FAKE COVID-19 VACCINATION CERTIFICATES 

1. PETRONAS wishes to raise its concern over news which has been widely reported in the media with regards to investigation by authorities on issuance of COVID-19 vaccination certificates including to those who have not been vaccinated (“Fake Certificates”), creating risks of such persons moving around freely and posing threats to others.

2. PETRONAS reminds all Contractors to strictly comply with the guidelines issued on PETRONAS’ Entry Requirement, whereby ALL or any Contractors including its employee(s), management(s), representative(s), agent(s), invitee(s) or sub-contractor(s) (including its employee(s), management(s), representative(s), agent(s), invitee(s)), wishing to enter any of PETRONAS’ assets, facilities or premises in Malaysia (“PETRONAS’ Premises”):

• a. MUST be fully vaccinated and are REQUIRED to produce a valid COVID-19 vaccination certificate issued by the relevant authority, indicating complete COVID-19 vaccination;

• b. MUST furnish COVID-19 test result as approved by the Ministry of Health, Malaysia with validity period should not exceed fourteen (14) days from the date of the issuance, at any point of entry or access to any of PETRONAS’ Premises; and

• c. MUST conduct COVID-19 testing including periodic and targeted COVID-19 testing as approved by the Ministry of Health Malaysia, through self-testing or at approved health facilities every two weeks, throughout the execution of work at PETRONAS’ Premises.  

3. TAKE NOTICE that PETRONAS prohibits any usage of or involvement by any person with regards to fake certificates or any other form which are not in accordance with the law, for the purpose of entry into PETRONAS’ Premises and/or carrying out any activity for PETRONAS’ operations.

4. ALL Contractors are to take precautions and must ensure that no Fake Certificates have been used and/or will be used by the Contractors including its employee(s), management(s), representative(s), agent(s), invitee(s) or sub-contractor(s) (including its employee(s), management(s), representative(s), agent(s), invitee(s)) for the purpose of entry at PETRONAS’ Premises and/or executing work for PETRONAS’ operations.

5. PETRONAS does not and will not tolerate any person found using or being involved with the Fake Certificates for the purpose of entry into PETRONAS’ Premises or executing work for PETRONAS’ operations, whereby Contractors will be held responsible for such irresponsible act. PETRONAS will not hesitate to take necessary action against the Contractor including but not limited to denying from entry and/or immediate removal of such person(s) from PETRONAS’ Premises and/or lodging a report with the relevant authority. PETRONAS reserves its right to suspend or revoke Contractor’s license or registration with PETRONAS if it is found to be involved with the Fake Certificates in any manner whatsoever.

6. We trust you will also take the necessary measures and action at your end as accorded by the law if you discover any occurrence of the above irresponsible act and to immediately notify PETRONAS at covid19enquiries@petronas.com

7. TAKE NOTICE that ALL contractors MUST comply with all the instructions, SOPs, orders, regulations issued by the relevant authorities from time to time, including State Government(s), state and/or local authorities with jurisdiction over PETRONAS’ Premises in Malaysia.

8. Health and safety of the personnel are of utmost importance. PETRONAS seeks the cooperation of each contractor (including sub-contractor) to observe and take all necessary measures to curb the spread of COVID-19 whilst ensuring the continuity of activities and operations of PETRONAS in a safe manner.

Kepada Semua Kontraktor PETRONAS,

1. PETRONAS ingin melahirkan kebimbangan terhadap laporan yang telah tular melalui berita serta media berkenaan siasatan pihak berkuasa berkenaan dengan pengeluaran sijil palsu vaksinasi COVID-19  (“Sijil Palsu”) termasuk kepada individu yang tidak divaksin yang apabila bebas bergerak akan mendatangkan risiko kepada orang lain.

2. PETRONAS  memberi peringatan kepada semua kontraktor untuk mematuhi segala garis panduan berkenaan syarat kemasukan ke premis PETRONAS, di mana  SEMUA atau MANA-MANA kontraktor termasuk pekerja, pihak pengurusan, wakil, ejen, pelawat/tetamu; serta juga sub-kontraktor (termasuk pekerja, pihak pengurusan, wakil, ejen, pelawat/tetamu) yang ingin memasuki mana-mana premis, fasiliti atau aset PETRONAS di Malaysia (“Premis PETRONAS”):

• a. MESTI telah menjalani dan mendapat vaksinasi lengkap dan PERLU mengemukakan sijil vaksinasi COVID-19 yang sah dikeluarkan oleh pihak berkuasa berkenaan, dengan perakuan telah menerima vaksinasi COVID-19 lengkap,

• b. MESTI mengemukakan keputusan ujian COVID-19 yang diluluskan oleh Kementerian Kesihatan Malaysia, dan mempunyai tempoh sah tidak lebih empat belas (14) hari dari tarikh isu sijil, pada mana-mana atau setiap masa akses ke Premis PETRONAS. 

• c. MESTI menjalani ujian COVID-19 seperti yang diluluskan oleh Kementerian Kesihatan Malaysia melalui ujian kendiri atau di fasiliti kesihatan yang diluluskan, setiap dua minggu secara berkala sepanjang pelaksanaan kerja di Premis PETRONAS.

3.     AMBIL PERHATIAN bahawa PETRONAS tidak membenarkan sebarang penggunaan atau penglibatan sesiapa dengan sijil palsu atau sebarang bentuk atau cara yang tidak menurut undang-undang bagi tujuan akses ke Premis PETRONAS atau menjalankan sebarang aktiviti berkenaan operasi PETRONAS.

4. Kontraktor hendaklah mengambil langkah berjaga-jaga dan hendaklah memastikan tiada penggunaan sijil palsu vaksinasi COVID-19 oleh SEMUA atau MANA-MANA kontraktor termasuk pekerja, pihak pengurusan, wakil, ejen, pelawat/tetamu, sub-kontraktor  (termasuk pekerja, pihak pengurusan, wakil, ejen, pelawat/tetamu) bagi tujuan akses ke Premis PETRONAS dan/atau menjalankan aktiviti bagi operasi PETRONAS.

5. PETRONAS tidak akan bertolak ansur dengan sesiapa yang didapati menggunakan atau terlibat dengan Sijil Palsu bagi tujuan akses ke Premis PETRONAS atau menjalankan kerja bagi operasi PETRONAS, di mana Kontraktor hendaklah bertanggungjawab ke atas setiap perbuatan tersebut. PETRONAS tidak akan teragak-agak untuk mengambil tindakan terhadap kontraktor termasuk dan tidak terhad kepada halangan akses dan/atau penyingkiran segera pihak berkenaan dari Premis PETRONAS dan/atau melaporkan kepada pihak berkuasa berkenaan. PETRONAS berhak untuk menggantung atau menarik lesen/pendaftaran dengan PETRONAS, sekiranya Kontraktor didapati terlibat dengan Sijil Palsu dalam apa cara sekalipun.

6. Kami berharap para Kontraktor pada masa yang sama, akan mengambil tindakan dan langkah yang sewajarnya berdasarkan undang-undang.  sekiranya terdapat penemuan oleh Kontraktor berkenaan perbuatan tidak bertanggungjawab tersebut dan segera memaklumkan kepada PETRONAS di covid19enquiries@petronas.com

7. AMBIL PERHATIAN bahawa SEMUA kontraktor HENDAKLAH mematuhi semua dan setiap arahan, SOP, perintah atau peraturan yang dikeluarkan oleh pihak berkuasa berkenaan dari masa ke semasa termasuk Kerajaan Negeri, pihak berkuasa negeri dan/atau tempatan yang mempunyai bidang kuasa ke atas Premis PETRONAS di Malaysia. 

8. Kesihatan dan keselamatan pekerja adalah diutamakan. PETRONAS menghargai kerjasama setiap Kontraktor (termasuk sub-kontraktor) untuk mengambil semua langkah sewajarnya untuk mengekang penyebaran COVID-19 dalam memastikan aktiviti dan operasi PETRONAS dilaksanakan dalam keadaan selamat.
